Enclosure 5.
Minute by W.L. the Officer Administering the Govt.
13141
REUR
REGE 4 JUL 87,
445
What is the Captain Superintendent's objection to signing the report? He surely does not dispute the undoubted right of the Governor to decide what reports or portions of reports are to be laid on the Council table and published, and what portions it is expedient should not be published. As I have already stated, I intend to forward the whole of his report home; and, if he objects to sign, I shall have to forward his report with my comments thereon.
(Signed) W.L. Marsh.
